Economic Equity Services

From the ground up, HHW will work with project owners to implement systems and strategies which will impact the projects sucess and create an environment of diversity, inclusion, and opportunity, with HHW'S Economic Equity Services, we can assure that the tools for sucess are available for every level of the project.

Construction Workforce Monitoring
Hard Hatted Women provides monitoring of the construction site(s) on a regular basis.  Experience has shown that our presence on the worksite serves to facilitate a diverse work environment.  Monitoring services also include a written record of workforce participants, including a breakdown by gender, race, residency, trade, and apprentice and journey-level workforce if so needed.  Issues of inequity present on the work site can be observed, recorded and addressed.  Staff provides a “snap shot” of the work site environment to compare with certified payrolls and workforce projection reports.  These findings are compiled in an easy to read format for project owners and/or the Diversity Oversight Career Council Development.  For more information about Best Practices for Building Equal Opportunities, click here.

Diversity Oversight Task Force 
Hard Hatted Women has the experience and community relationships necessary to create a “task force” with the specific purpose of bringing key stakeholders to the table to address project goals and needs.  Our staff provides the necessary training and materials to equip the task force members will the tools needed to provide accountability and integrity on the project.

Compliance Assessment 
Hard Hatted Women will assist contractors in analyzing workforce projections and the availability of qualified workforce to meet project goals and/or internal goals.  Our staff will provide feedback and suggestions based on the compliance assessment to assist firms in establishing and implementing compliance procedures.

Sexual Harassment Prevention Training 
Qualified and experienced staff will provide prevention training on the job site or at our Training Center.  Our curriculum covers federal regulations and offers a non-threatening environment for discussion and self-assessment.  Assistance with developing personnel policy and sexual harassment is available.  For more information about Sexual Harassment and Your Rights, click here.

Recruitment Services
Hard Hatted Women can assist with recruitment of qualified Diverse Business Enterprises (MBEs and FBE's) for project participation.  For more information on locating a qualified/certified female company or how to list your company, visit www.uswcc.org for the Official Guide to Women Contractors.
Hard Hatted Women serves as a direct link between contractors and qualified workforce as well as a liaison to unions and apprenticeship programs to assist contractors in meeting workforce needs.  Staff can also provide contractors with the tools necessary to develop and implement non-biased recruitment, hiring, and retention procedures and materials.  Hard Hatted Women can assist with recruitment of qualified Diverse Business Enterprises (MBEs and FBEs) for project participation. Our Qualifications
Hard Hatted Women is widely recognized as a proactive agent in building the partnerships and relationships that are vital to economic development and workforce diversity initiatives throughout Greater Cleveland.

Through technical assistance and diversity monitoring activities HHW helped develop a prototype model for creating and monitoring workplace diversity that is being replicated in publicly-funded and privately-financed construction projects throughout the United States.

Our Experience
Cleveland Municipal School District Project
HHW has worked under contract with the Cleveland Municipal School District since September 2003 to provide Economic Equity Services. HHW assisted the school district to fulfill its pledge to voters that those who rebuild the schools reflect the community.

Federal Courthouse
In 2001, HHW completed a contract with the U.S. General Services Administration to consult on the Federal Courthouse construction project.  HHW provided technical assistance to employers and unions to successfully support their efforts to meet or exceed workforce goals.

Gateway Sports Complex
In 1992, HHW was contracted by the Gateway Development Corporation to provide Equal Employment Opportunity compliance monitoring during the construction of the Gateway Sports Complex.

Great Lakes Science Center
In 1995, HHW served on the On-Site Monitoring Committee during construction of the Great Lakes Science Center, working with unions, contractors and government agencies to refer qualified women and assist the project in meeting workforce goals.
