While women account for 48% of the national labor force, 59% make less than $8 an hour, primarily because they occupy positions that are traditionally female, and wages are persistently low and frequently offer no benefits. This puts most female-headed households near or below the poverty level, thus putting themselves and their children at risk. Recently, Cleveland was once again named number one in poverty for a large U.S. city.

With record-level amounts of public dollars about to be dispersed through the American Recovery and Reinvestment Act (ARRA), it is more important than ever that dedicated attention and resources be given to ensuring that women have fair access to the jobs created by this public investment. HHW stands ready with customized solutions that are based on 30 years of experience and national best practice. Tradeswomen TOOLS is designed to link women to opportunities in high-wage, skilled careers. Tradeswomen TOOLS builds from the expertise and participation of women already working in nontraditional fields to advance diversity initiatives within the building trades, heavy highway, advanced manufacturing, energy/utility industries, emerging green industries and other high wage fields. The goal of the TOOLS program is simple: to help more women and their families escape the cycle of poverty, by assisting them to learn about, gain entry to and stay on the job in careers that pay a family-supporting wage, and offer crucial benefits such as health care and pension support that are critical to long-term economic security.
